The timing needs to be accurate to 1/2 millisecond (1/10 millisecond is preferred). He labels it "2 out" and says it only goes low on count 2. It tells what they are, how they work, and how to use them. I would recommend to the beginners some good books about the 555 and the excellent “CMOS Cookbook” and “TTL Cookbook” by Don Lancaster.
